The system works in three layers: government, telecom network delivery. It starts with the government layer. Whenever there's an important alert, like a disaster warning, the government creates one single message and decides on the geographic areas that must receive it. Now, obviously, they cannot send the message to every phone number one by one. There are generic methods like messaging that have taken time. The delivery rates will be low. So, instead, the message is handed over to a system called cell broadcast center inside the telecom network. This is the second layer. This has the message, the geographic areas, and now it finds out the mobile towers in those areas. Then comes the third layer, the actual delivery. Instead of sending messages individually like SMS, those selected towers simply broadcast the message like a radio signal. And your phone, it's already tuned in to listen for these signals in the background. So, the moment the tower broadcasts the alert, your phone instantly picks it up and shows it to you.
