But the act contained a vague fateful clause allowing the agency to perform other functions and duties. This loophole was exploited within months. It transformed the CIA from the analytical body Truman wanted into the covert army the Cold War seemed to demand, launching coups and secret operations around the globe far beyond its original mandate.
